- Responsible for preparation and submission of the 6th Development Plan of Iran (final draft was ready while leaving the Government)
- Responsible for the preparation and submission of 9 national budgets, all of them carried out successfully
- Creation of the Central Budget Bureau for National Budgeting of Iran
- Complete restructuring of budgetary system of the government and public corporations, based on modern concepts of government budgeting
- Creation of the Ministry of Agricultural Products and Consumer Goods, and its affiliated product and marketing agencies
- Initiator of the Annual National Labour Conferences for promotion of tripartite talks and negotiations between social partners: employers, workers and government
Initiator and author of a number of legislation on labor relations, social welfare and social security, including: "Agricultural Labour Act", "Industrial Training Act and Organization", "Rehabilitation Act and Organization", "Labour and Social Security Education Programs and Institute", passing of the legislation and imlemetation of " Social Security for White Collar Workers", etc.
